To comply with current legislation "Empties Please" does not require a Waste Management Licence for its cartridge recovery activities. The Waste Management Licencing Regulations 1994 under the Environmental Protection Act 1990 allows for exemptions to the requirement to have a Waste Management Licences for certain low risk activities. However to comply with current legislation "Empties Please" does not require a Waste Carriers Licence for its cartridge recovery activities.
The Environment Agency has clarified that "secure storage and manual sorting of waste toner (printer and ink) cartridges destined for recovery" is classed as a "Low risk waste activity" and therefore exempt from the requirement to have a Waste Management Licence.
